As a part of the official Police records on the murder of CHRISTOPHER CONAN MILKE leading case agent ARMANDo SALDTE, JR. supplied this 'case synopsis', listing all the involved personnel, suspects and evidence. Again, we are able to uncover some discrepancies between SALDATE'S reports and other records, as SALDATE tried to tie Debra Milke to this crime. It is particularly interesting to consider the date and time this synopsis was typed, since it has taken place later on the same day that the police veteran wrote the report of his interview with Debbie. By the time he had written the report including the confession of ROGER SCOTT and the questionable incrimination of Debra, SALDATE had also already fabricated the purported 'confession' of Debra. It should also explicitly be stated that SALDATE wrote his report about the interview with Debbie on December 6, 1990 at 8.40 a.m., whereas he wrote his report about the interrogation of ROGER SCOTT at 1.57 p.m. on the same day [please click here to check the exact rundown of happenings]. SYNOPSIS:

On 12/2/89 between 1100 hours and 1430 hours the victim CHRISTOPHER MILKE, W/M, 4 years, was taken to 99 Avenue north of Happy Valley Road by JIM STYERS W/M, 42 years, and ROGER SCOTT, W/H, 41 years. While there JIM STYERS shot and killed the victim and left him in the desert area.
Comment: Before explaining the slightest result of a decent police investigation SALDATE denounced STYERS, claiming JIM had shot the little boy. Yet, with no statement of STYERS to police [he requested an attorney] and the unbelievable incrimination made by ROGER SCOTT that's an implausible and unfounded contention.
The murder had been arranged by the victim's mother DEBRA MILKE, W/F, 25 years.
Comment: The 'core' of the case is the claim that a conspiracy between STYERS, SCOTT and Debra existed. That could happen because SALDATE took SCOTT'S statements at face value [probably conveniently and intelligently using them in order to orchestrate and substantiate the contention of a conspiracy and achieving two additional cases]. He then halted three police officers who had already arrived in Florence and ordered them not to talk to Debra Milke, as DET. HAMRICK conceded at her trial, but to take care that she would wait for DET. SALDATE to arrive from Phoenix via helicopter. The true meaning of that statement didn't come to the attention of public defender KEN RAY. Only this way the troubling and implausible, vehemently denied 'confession' of Debra could come about.
After the murder JIM STYERS and ROGER went to Metro-Center Shopping Mall and claimed the victim was missing and possibly kidnapped, as pre-arranged during the conspiracy.
Discrepancy #1 : Again, SALDATE repeats the claim of a conspiracy. This is based only on SCOTT'S rambling comments on the drive to the murder scene. We will also see here that SALDATE wasn't honest in this synopsis about the circumstances of SCOTT'S statements. SALDATE hides the information that SCOTT'S first mention of Debra took place only during this drive, sixty to ninety minutes after his initial incrimination of STYERS. This is interesting - if SALDATE were being truthful, why would he not be forthcoming about exactly how he got the information to 'solve' the case ? Later, when DET. MILLS asked SCOTT about this conspiracy, SCOTT became totally confused and inconsistent. SALDATE then used SCOTT'S incoherent statements to help fabricate the "confession." And here SALDATE says the murder was "arranged" by Debra Milke, putting his fabrication in even stronger words - the first example of how SALDATE'S character assassination of Debra will increase every time he speaks or writes a report about the case.
Other than the mere fact that the entire 'conspiracy issue' is completely alleged by former Phoenix Police Detective ARMANDO SALDATE, this first paragraph states that DEBRA MILKE had not only conspired, but she has "arranged the murder" on her own. Not one single interview or piece of circumstantial evidence in the pertinent documents leads to believe that DEBRA MILKE had planned the killing of her son all alone.

On 12/3/89 at approximately 0845 hours I was called at my home by SGT. ONTIVEROS and told to proceed to 620 West Washington to assist in the investigation of a missing 4 year old. Upon my arrival I contacted SGT. ONTIVEROS and was briefed by several officers in the conference room about a missing 4 year old who had been missing since the previous day and was believed to have disappeared from the Sears store at Metro Center. After the general briefing DET. BOB MILLS and myself were told that they would like us to re-interview the two subjects who had last been with the victim. I was then assigned to re-interview JIM STYERS and DET. MILLS was assigned to interview ROGER SCOTT.

During my interview with STYERS, he told me that he was living with the victim's mother and that they were only friends. This morning he left the home with the victim and traveled to his friend's home, who he identified as ROGER SCOTT. They then went to several locations including a pizza place where they ate lunch. After eating lunch he returned his friend ROGER to his home and he and the victim then proceeded to Metro Center so the victim could see Santa Claus. STYERS said that he needed to go to the bathroom and that he and the victim stopped by the bathroom at the Sears store. A short time later STYERS said he came out of the stall of the bathroom and could not find CHRIS. STYERS denied any knowledge about CHRIS' disappearance and was later released.

ROGER SCOTT told DET. BOB MILLS that he had been with his friend JIM STYERS and the victim earlier however they had dropped him off at his home before JIM and the victim went to Metro Center. ROGER said he later met another friend who he had not seen since high school and that he had gone with his friend to Metro Center to the Sears store to see some tools. During this time he lost touch with this friend who he identified as PHIL. He was searching for his friend PHIL when he ran into his friend JIM STYERS and at that time JIM told him that he had gone to Metro Center with CHRIS and that he had gone to the bathroom and CHRIS was now missing. ROGER told DET. MILLS that JIM had contacted the authorities and that everyone was looking for CHRIS. SCOTT said he looked for CHRIS for a short time and then he had to go home and take care of his mother.

At approximately 1258 hours, I began the interview of ROGER and I immediately read ROGER his Miranda rights which he said he understood. Shortly after our interview started ROGER admitted to me that he had not gone to Sears with a friend but instead had gone with JIM and the victim to Sears and had only lied because he did not want to get involved. I continued the interview with ROGER for several hours and finally ROGER admitted that JIM had shot and killed the victim and that the victim had been left in a desert wash in the area of 99 Avenue and Jomax Road.

During ROGER's interview he also admitted conspiring with not only JIM but the victim's mother DEBRA MILKE to kill her son. ROGER said that he believes their motivation was a $ 5,000 life insurance policy that the victim had and also that the victim was never liked by JIM or his mother.
Discrepancy #2 : There is no mention by DET. SALDATE that ROGER SCOTT did not implicate Debra Milke immediately after he had confessed his involvement in this crime, but only during the trip to the crime scene. It was obviously convenient for ARMANDO SALDATE to make the entire story appear fully coordinated. This conflicts with his initial report, where SCOTT'S incrimination of DEBRA MILKE only took place after at least 60 to 90 minutes after he admitted his involvement, during their trip to the crime scene.

JIM was arrested and interviewed however he refused to comment and was later booked in the County Jail for 1st degree murder and conspiracy to commit murder.

Debra Milke, the victim's mother, was interviewed in Florence, Arizona by me and read her Miranda warnings which she understood.
Comment: Again, SALDATE manipulated the reader by withholding information. He didn't mention that three detectives [DET. HAMRICK, DET. DiMODICA and LT. YOST] had already arrived in Florence and - according to the trial testimony of Florence Sheriff's Office employee DEPUTY SOULES - were initially ordered to interview Debra. As mentioned above, DET. HAMRICK also testified at trial that the three officers "(...) were in some contact with radio ..." with the Phoenix police main station and so he learned "(...) that other arrangements had been made ...(...)" [meaning that SALDATE 'took care of interviewing Debra himself.']
She later admitted conspiring with JIM STYERS and ROGER SCOTT to have her son killed. She said her motivation was that she did not want her son to grow up like his father and become an alcoholic and drug abuser.
Discrepancy #3 : SALDATE tells about his interview with Debra Milke at this point in his synopsis. Again, this is chronologically incorrect, since SALDATE went to Florence after SCOTT had shown them the crime scene where the dead body of CHRISTOPER MILKE could be located. This is another example where SALDATE finds it convenient to twist facts to make his story sound better.
It is also a proven fact [with the reports of DETECTIVE HAMRICK [Interview of JANET FROEBE] and DETECTIVE DiMODICA [Interview of MAUREEN SADEIK]] that the arrest of Debra Milke was preconceived and unfounded, solely based on SCOTT'S rambling and evasive replies to DETECTIVE MILLS' leading questions.

After the scene was located with ROGER SCOTT's help, the scene was secured. DET. RUSS DAVIS and DET. JIM HOUSE conducted the scene investigation which concluded that the victim had been either escorted or carried out to a wash approximately 40 yards west of 99 Avenue and there he was shot three times in the back of the head. There was no indication of any abuse on the victim and no other serious injuries were observed.
Comment: Again we find a conflicting claim in the state's unfounded contention. At trial prosecutor NOEL LEVY would subpoena ambush witnesses who participated in the character assassination of Debra, claiming she had abused and beaten CHRISTOPHER. Here SALDATE narrated the truer version, namely that no other injuries or an 'indication of any abuse' was found on the dead boy's body.

During the interview of ROGER, he indicated that the three empty shell casings and three live rounds were thrown out of the car by JIM and he believed they were in the area between 99 Avenue and 83 Avenue on the south side of Union Hills. On 12/5/89 a search team was taken to that area and the three expended shells along with one live round was found. ROGER also indicated that the weapon used in the murder was at his home and it was later recovered by virtue of a search warrant.
Comment: Astoundingly, SALDATE stuck with SCOTT'S story of the 'three bullets'. Nevertheless, it should be mentioned at this point that the local witness JEAN PUGH and two other individuals who were present in the area of the murder-scene consistently confirmed that five to seven shots had been fired on that fateful December 2nd. In her telephone conversation with defense attorney KEN RAY, MRS. PUGH disclosed the information that she had contacted the homicide detail on December 4th and talked to 'the case leading agent' in order to inform him about her perceptions. But "(...) the homicide detective was so cruel and, you know -- factually called me a liar -- (...)"

All three suspects have been booked and officially charged with murder in the first degree, conspiracy to commit murder first degree, kidnapping, and child abuse. Therefore, this case is cleared by arrest.
Comment: Quick-shut and dry ... and only 'solved' on his writing desk ... how convenient !
